The trial court granted defendant's motion without holding an evidentiary hearing. The court found that their review of the trial court's decision was hampered by a lack of detail in the findings of fact and conclusions of law. The court found that defendant's failure to explain his failure to comply with the trial court's orders and the fact that he did not establish that he had produced the necessary information prior to entry of the QDRO, did not establish exceptional circumstances.
